Best AI bid and proposal software for EU and Nordic teams

For a European or Nordic team the shortlist comes down to four questions: does the vendor publish where your data lives, does it work in your language, does it maintain a content library for you or expect you to, and does it find the tenders as well as answer them. On those terms Responsive and Loopio are the established enterprise choices with the largest review bases and EU hosting on request; Altura is an EU-hosted drafting tool for mid-market European bid teams; Stotles and MyTender are UK-only by their own coverage and hosting statements; AutogenAI and Qvidian are US-led enterprise platforms that do not name an EU region; Pentimenti is the Nordic-native agentic option with an EU-only tier, Danish and Norwegian output and built-in tender discovery across TED, Udbud.dk and Doffin. None of them wins every column, including us.

Checked 12 October 2026. Where a vendor publishes nothing, the cell says so; absence of a statement is not proof either way, but it means you have to ask.

AutogenAI

AutogenAI builds each customer its own language engine and layers library retrieval on top, which is why reviewers consistently cite time saved on first drafts. It is strongest in US federal contracting, where it holds FedRAMP High authorisation, and lists ISO 27001, ISO 27017, ISO 27018, SOC 2 and Cyber Essentials Plus.

For a European team the gaps are the ones the vendor does not fill in: no EU region is named (documents sit on AWS S3 "in your selected geographical location"), and no language list is published.

Best for
Proposal and grant teams with high volume, especially US federal contractors.
Watch out for
No published EU region or language list; reviewers mention a steep learning curve and a nested UI.

Loopio

Loopio is the most established content-library tool in the set: every answer draws from your approved content, the library can be tagged in twelve languages including Danish, Norwegian, Swedish and Finnish, and the review base is large and favourable (G2 4.6 on roughly 810 reviews, with usability scored above Responsive). It undergoes an annual SOC 2 Type II audit and holds ISO 42001.

Hosting is in the USA or Ireland by customer choice, with AI sub-processors in the US and Canada, so an EU-only setup needs the Ireland option and a conversation about the AI processing. The ongoing job is the librarian: the library is only as good as the person maintaining it.

Best for
Teams with a maintained Q&A bank answering recurring RFPs, DDQs and security questionnaires.
Watch out for
Ongoing library upkeep; Capterra reviewers report export and import formatting problems; no tender discovery.

Responsive (formerly RFPIO)

Responsive is the enterprise reference point: the largest review base in the category, the longest certification list (ISO 27001, ISO 27701 and ISO 42001 certified; SOC 2 and GDPR compliant), an AWS region of the customer's choosing including the EU, and the only named Nordic enterprise customer among the eight, Basware, working in Finnish, Danish, Norwegian and Swedish.

Reviewers praise the centralised library and search and warn about the learning curve for advanced features and the maintenance the library needs.

Best for
Enterprise response teams that want the broadest certification list and a mature library.
Watch out for
Learning curve, ongoing library maintenance, and an AI layer that may process data in the US unless configured otherwise.

Stotles Bid Studio

Stotles is a UK and Ireland public-sector revenue platform with Bid Studio bolted on: AI bid/no-bid reports and a first draft from past wins and the tender documents. Its data covers more than a hundred UK and Irish portals, which is exactly its limit for a Nordic team: no Nordic portals, no language beyond English, and no published hosting region or certification on its own site.

Best for
Teams selling to the UK and Irish public sector that want discovery and drafting in one place.
Watch out for
UK and Ireland only; residency and certifications not stated.

Altura

Altura is the EU-hosted mid-market option: Azure in the Netherlands, Ireland and Sweden, EEA AI sub-processors, ISO 27001 certified, data never used for training, and five linked workflows from tender analysis to submission readiness in which a person approves every drafted response. It says it serves more than 150 bid teams across Europe, mostly in facility services, utilities, staffing and construction.

What it does not publish is any language support or any customer reviews on G2 or Capterra, and it does not find tenders.

Best for
European mid-market bid teams that want EU hosting and a structured drafting workflow.
Watch out for
No public review base, no language statement, no tender discovery.

MyTender

MyTender has the clearest residency statement in the set: all customer data hosted and processed in AWS London, AI inference in region on Amazon Bedrock, ISO 27001 certified with full organisational scope, Cyber Essentials Plus. The platform drafts from previous bids and a content library and targets UK SMEs in construction, facilities management and utilities.

For an EU team the catch is in the first sentence: the UK is outside the EU, the product is English-only, and there is almost no independent review base yet.

Best for
UK SMEs that want a simple drafting tool with UK-only hosting.
Watch out for
UK hosting and UK tenders only; a single G2 review.

Qvidian (Upland)

Qvidian is the long-standing enterprise content library for sales documents, RFPs and questionnaires, with an EU data-centre option and an AI assistant powered by IBM watsonx that is sold as an add-on. Reviewers value the support and content management and complain about an unintuitive interface.

Upland's published ISO 27001 certificate does not name Qvidian, and no language list was found, so both are questions for the vendor.

Best for
Large enterprises in finance, healthcare and tech with heavy questionnaire volume.
Watch out for
Reviewers call it dated; no tender discovery.

Pentimenti

Pentimenti is built for the public-tender workflow rather than the questionnaire workflow. TenderScout finds the notices on TED, Udbud.dk and Doffin; Atlas, the orchestration agent, reads the tender pack, builds the compliance matrix and drafts each section from your past proposals, CVs and references with the source attached; a named person approves before anything goes out. There is no library to maintain, because the agents learn from the documents you already have. Hosting runs from a shared EU region up to an EU-only sovereign tier on European models and a single-tenant dedicated EU instance.

Where we are weaker than the field above: ISO 27001 certification is in progress with DNV and expected at the end of 2026, SOC 2 is under consideration, and our G2 listing has no reviews yet. Several vendors on this page hold those certificates today; if a current certificate is a hard requirement, say so and we will tell you where we are.

Best for
Danish, Norwegian and EU teams answering public tenders who want discovery, compliance and drafting in one agentic workflow with EU-only hosting.
Watch out for
Certifications in progress rather than held; no public reviews yet; UI in English.

Also worth knowing

Two Nordic-native platforms are not on this list because they come at bidding from procurement data rather than proposal writing, but they belong in a Nordic shortlist: Tendium (Stockholm), which pairs Nordic public-sector tender data with a writing assistant, and Mercell (Oslo), the procurement platform most Nordic buyers already publish on, which has added AI bid assistance. Vultron, often found in older lists, sold its customer base to pWin.ai in April 2026 and both serve US federal contractors only.

FAQ

Questions people ask before choosing

What is the best AI software for writing tenders and proposals?

There is no single best. Responsive and Loopio lead on review volume, certifications and library tooling for enterprise questionnaire teams. Altura and Pentimenti publish EU-only hosting; Pentimenti adds Nordic-language drafting, tender discovery and an agentic workflow that needs no library upkeep. Stotles and MyTender are the UK picks. Match the tool to whether your work is recurring questionnaires or public tenders.

Which AI bid software offers EU data residency?

Published options: Loopio (Ireland by customer choice), Responsive (AWS region by election, including the EU), Altura (Azure in the Netherlands, Ireland and Sweden), Qvidian (an EU data centre) and Pentimenti (EU-only sovereign tier and a dedicated EU instance). AutogenAI and Stotles do not name a region; MyTender hosts in the UK, which is outside the EU.

Which tools support Danish, Norwegian or Swedish?

Loopio can tag library entries in Danish, Norwegian, Swedish and Finnish on its Enhanced plan; Responsive translates to 23+ languages and has Basware working in all four Nordic languages; Pentimenti drafts in the tender's language, including Danish, Norwegian and Swedish. The other five publish no Nordic language support.

What is the difference between a content-library tool and an agentic platform?

A library tool stores approved answers and helps you find and reuse them; someone has to keep the library current. An agentic platform reads the tender itself, extracts the requirements, drafts each section from your existing documents and attaches the source, and a person reviews. The first is better for high-volume identical questionnaires; the second for public tenders where every requirement is different.

Which tool finds public tenders as well as writing the response?

Stotles (UK and Ireland portals) and Pentimenti (TED, Udbud.dk and Doffin through TenderScout) are the only two on this list that do both. Loopio, Responsive, AutogenAI, Altura, MyTender and Qvidian start from a tender you already have.
