Pentimenti vs Loopio

Loopio is the most established content-library tool for RFPs, DDQs and security questionnaires: every answer draws from your approved content, the library can be tagged in twelve languages including Danish and Norwegian, hosting is in the USA or Ireland by choice, and it has the largest and friendliest review base in the category. Pentimenti is an agentic platform for public tenders: it finds the notice, reads the tender pack, builds the compliance matrix and drafts with sources, with no library to maintain and an EU-only tier on European models. If your work is a steady flow of similar questionnaires and you can staff a librarian, Loopio is a safe choice. If your work is public tenders where every requirement is different, Pentimenti was built for that.

Loopio

Loopio's strength is the library and the people-friendliness around it. Reviewers rate its usability above Responsive's, the search and reuse of approved answers is fast, and for a team that answers the same security questionnaire forty times a year it removes most of the drudgery. It is audited annually for SOC 2 Type II, holds ISO 42001 for its AI management system, and offers an Ireland hosting option for EU customers.

The limits are structural rather than bugs. The library is only as good as its maintenance, so someone owns that job. The AI sub-processors sit in the US and Canada, so an EU-only setup needs a conversation. There is no tender discovery, and the tool is organised around questions and answers rather than around a tender's requirement structure. Capterra reviewers also report formatting trouble on import and export.

Best for
Teams answering recurring RFPs, DDQs and security questionnaires from a maintained answer bank.
Watch out for
Library upkeep; AI processing outside the EU; no tender discovery.

Pentimenti

Pentimenti is organised around the tender, not the answer bank. TenderScout finds the notices on TED, Udbud.dk and Doffin. Atlas reads the whole pack, extracts the requirements with their weights and knock-outs into a compliance matrix, and spawns the specialist agents the response needs; each drafts from your past proposals, CVs, references and product documentation with the source attached, and a named person approves every section. Because the agents learn from the documents you already have, there is no library to curate.

Hosting runs from a shared EU region to an EU-only sovereign tier on European models and a single-tenant dedicated EU instance, and data is never used for training. Where Loopio is ahead: it holds its SOC 2 and ISO 42001 today, while Pentimenti's ISO 27001 certification is in progress with DNV (expected end of 2026) and SOC 2 is under consideration; and it has roughly 800 reviews to our none.

Best for
Danish, Norwegian and EU teams answering public tenders who want discovery, compliance and drafting in one agentic workflow with EU-only hosting.
Watch out for
Certifications in progress rather than held; no public reviews yet; UI in English.

An honest split

Choose Loopio if

  • Most of your work is recurring security questionnaires, DDQs and near-identical RFPs
  • You have, or will hire, someone to own the content library
  • A current SOC 2 Type II report or ISO 42001 certificate is a hard requirement today
  • You want the widest integration ecosystem and the largest review base

Choose Pentimenti if

  • You answer public tenders in Denmark, Norway or the EU, where every requirement list is different
  • You want the tenders found for you and a compliance matrix built from the pack, not from a question list
  • Your data has to stay in the EU, including the AI processing
  • You would rather not maintain a library
FAQ

Questions people ask before choosing

Is Loopio hosted in the EU?

Loopio states that services are provided in the USA or Ireland depending on the customer's hosting location, so an Ireland option exists. Its AI sub-processors (OpenAI, Microsoft Azure, Anthropic, Cohere) are in the US and Canada, so ask how AI features are handled on an EU-hosted account. Pentimenti's sovereign tier keeps data and AI processing in the EU on European models.

Does Loopio support Danish and Norwegian?

Loopio's support documentation lists library language tags including Danish, Norwegian, Swedish and Finnish on the Enhanced plan, with translations as a paid add-on; its glossary page lists a slightly different set, so confirm for your plan. Pentimenti drafts the proposal in the tender's language, including Danish and Norwegian.

Can Pentimenti replace a content library?

For public tenders, yes: the agents draft from the proposals, CVs, references and product documentation you already have, and the past proposals library keeps every submitted proposal searchable and matched to new tenders. For a high-volume stream of identical security questionnaires, a curated answer bank like Loopio's is still the more direct tool.

Which has better reviews?

Loopio, by a wide margin: G2 4.6 from about 810 reviews and Capterra 4.6 from 74. Pentimenti's G2 listing has no reviews yet. Named customer quotes are on our case studies page instead.
